PROGRAM PERFORMANCE RATING TOOL ASSIGNMENT INSTRUCTIONS 

As part of this assignment, you are required to conduct some research about PART( Program Assessment Rating Tool) and write a short essay that reflects on why the PART initiative was not sustained across administrations. The value of such an exercise is that it will expand your understanding not only of why past executive efforts may have failed, but also of challenges associated with future attempts to implement performance budgeting in government contexts. As you complete the assignment, you may rely on a variety of sources, including but not limited to the sources referenced in this lesson. In your essay, you need to:
1. Emphasize at least three reasons why you think that the tool was not sustained. You may base your essay on one or more of the explanations provided in these sources. There is no right or wrong answer. However, it is important that you provide proper support for the points that you make. A useful starting point for completing this assignment is for you to watch a 15:39 minute video that describes PART. As noted in the textbook the most complete implementation of performance budgeting thus far is the Program Performance Rating Tool (PART). It was adopted in 2002 as a centerpiece of President George W. Bush's budget and performance integration initiative, an initiative aimed at ensuring that federal dollars produce the greatest possible result (OMB, 2003). In brief, the tool consisted of a standard questionnaire that agencies had to fill out in cooperation with budget examiners from the Office of Management and Budget (OMB). The questionnaire included 25-28 diagnostic questions (depending on program type) that covered four key areas of a program's performance and management, including:

  1.  Program purpose and design 
  1.  Strategic planning 
  1.  Program management 
  1.  Program results  

Depending on the responses to the questionnaire, the rated program received a weighted numeric score (based on individual weights assigned to each of the above four key areas) that ranged from 0 to 100. A program was then awarded one of four ratings, including ineffective (a score ranging between 0 and 49), adequate (a score between 50 and 69), moderately effective (a score between 70 and 84), and effective (a score between 85 and 100). A program was given the descriptor of Results Not Demonstrated (RND) if the OMB determined that it lacked good performance measures and/or credible performance data. Similar to previous executive reform efforts, the PART initiative was not continued by the Obama Administration. As such, it follows in the footsteps of previous executive reform efforts that have come and gone with the administrations that initiated them.
