As noted in the textbook the most complete implementation of performance budgeting thus far is the Program Performance Rating Tool (PART). It was adopted in 2002 as a centerpiece of President George W. Bush's budget and performance integration initiative, an initiative aimed at ensuring that federal dollars produce the greatest possible result (OMB, 2003). In brief, the tool consisted of a standard questionnaire that agencies had to fill out in cooperation with budget examiners from the Office of Management and Budget (OMB).
